It attaches on the inside with the two handle screws.

I love my tote. I carry it every weekend to the saltwater. It fits perfectly between the footrest and the seat on our boat, so it stays in place while we travel. Plus cleanup and keeping the water out of the bag after all day on the water is key..I love my bag!
